The Science Granting Councils Initiative (SGCI) in Africa aims to strengthen the capacities of selected science granting councils (SGCs) in sub-Saharan Africa in order to support research and evidence-based policies that will contribute to Africa’s economic and social development. As part of SGCI, a study was conducted in 2021 to investigate strategies that have been adopted by fifteen SGCs participating in SGCI in promoting ethical practice in research and innovation. Data collection for the study was mainly based on a data (...) abstraction form that was completed for each country by an assigned focal person with a background in research ethics. The focal persons relied on various methods including document and website review and interviews with senior officers at the SGCs. The study specifically sought to describe the strategies and activities being implemented by the 15 SGCs in promoting ethics and integrity in research and innovation. The study revealed various strategies that were being implemented by the 15 SGCs aimed at promoting ethics in research and innovation including requiring proof of research ethics committee approval before releasing research funds and the inclusion of ethics questions in the application form for funding. It was observed that some activities and strategies were generic to most SGCs for example the development of general/standard guidelines for the conduct of research in each respective country. Overall, the different SGCs were involved in a broad spectrum of activities aimed at promoting research ethics and this paper presents an opportunity for cross fertilization of ideas. By providing a summary of the various strategies that SGCs are using in promoting ethical conduct of research, it is hoped that this paper will lead to improvements in the ways SGCs provide support and oversight over the research that they fund. Govind Persad and Ezekiel Emanuel's article “The Case for Resource Sensitivity: Why It Is Ethical to Provide Cheaper, Less Effective Treatments in Global Health,” in this issue of the Hastings Center Report, is a reminder of the debates around resources for health care that raged during the years immediately preceding and following the fifth revision of the Declaration of Helsinki, in 2000. In global health, it is a common expectation for rich countries to assist poor countries in resolving health challenges, (...) yet global health involves not only the governments of rich and poor nations but also nongovernmental organizations, pharmaceutical companies, the World Health Organization, philanthropic organizations, and other parties—all of whom take roles in ensuring that health interventions become available to poor countries, including deciding which types of interventions to make available. The question whether it is ethical to provide cheaper, less effective interventions to poor countries is perhaps relevant only in wealthy nations, where there really is a choice to be made. (shrink)

Background The intervention reported in this paper was a follow up to an empirical study conducted in Malawi with the aim of assessing trial participants’ understanding of randomisation, double-blinding and placebo use. In the empirical study, the majority of respondents (61.1%; n= 124) obtained low scores (lower than 75%) on understanding of all three concepts under study. Based on these findings, an intervention based on a narrative which included all three concepts and their personal implications was designed. The narrative used (...) daily examples from the field of Agriculture because Malawi has an agro-based economy. Methods The intervention was tested using a sample of 36 women who had been identified as low scorers during the empirical study. The 36 low scorers were randomly assigned to control (n=18) and intervention arms ( n =18). The control arm went through a session in which they were provided with standard informed consent information for the microbicide trial. The intervention arm went through a session in which they were provided with a narrative in ChiChewa, the local language, with the assistance of a power point presentation which included pictures as well as discussions on justification and personal implications of the concepts under study. Results The findings on the efficacy of the intervention suggest that the 3 scientific concepts and their personal implications can be understood by low literacy populations using simple language and everyday local examples. The findings also suggest that the intervention positively impacted on understanding of trial procedures under study, as 13 of the 18 women in the intervention arm, obtained high scores (above 75%) during the post intervention assessment and none of the 18 in the control arm obtained a high score. Using Fischer’s exact test, it was confirmed that the effect of the intervention on understanding of the three procedures was statistically significant (p=0.0001). Conclusions Potential trial participants can be assisted to understand key clinical trial procedures, their justification and personal implications by using innovative tailored local narratives. This chapter sketches a literary history of writing the colonial interregnum through the comparison of a canonical Dublin text and its filmic adaptation with a canonical Johannesburg text and its filmic adaptation. Njabulo Ndebele’s short story ‘Fools’ (1983) repurposes formal elements from Joyce’s ‘The Dead’ (1914), transposing strategies for representing late colonial Dublin to a Johannesburg township during the height of apartheid in a context of extreme racial domination; beginning with close comparative readings of both stories, my chapter (...) argues that the context in which ‘Fools’ emerges determines the significance of its reappropriation of Joycean formal devices and simultaneously forces a re-reading of Joyce’s flirtation with bourgeois naturalism in ‘The Dead.’ Further, the respective publishing contexts of ‘Fools’ and ‘The Dead’ go on to determine their reception and recirculation, as demonstrated by the diverse histories of the American John Huston’s adaptation of ‘The Dead’ (1984), and Ramadan Suleman’s South African adaptation of ‘Fools’ (1997). In following this circumatlantic history of influence and adaptation from Joyce to Ndebele to Huston to Suleman, across hemispheres and media, I mean to articulate a relationship between modernist form and forms of modernity, particularly as those forms that appear and reappear in the global south over the course of the long twentieth century. Particular attention is paid here to the history of underdevelopment in the global south and how it impinges upon the production and circulation of literary adaptations. (shrink)

Background: Despite an increase in health research conducted in Africa, there are still inadequate human resources with research ethics training and lack of local long-term training opportunities in research ethics. A research ethics training program named United States-Mali Research Ethics Training Program (US-Mali RETP) was established through a partnership between the George Washington University Milken Institute School of Public Health (GWSPH), USA and University of Sciences, Techniques & Technologies of Bamako (USTTB), to address the critical need for improved bioethics training, (...) leadership, and policy in Mali. Methods: The aims of the capacity building programme are achieved by leveraging US and Africa-based expertise to strengthen research ethics education and capacity through: (1) intensive faculty development to design ethics training curricula; (2) development of a research ethics specialization within the existing Masters of Public Health program (MPH); and (3) establishing professional development courses through short-term training workshops and webinars to address research and professional needs in ethics. Results: The program will strengthen USTTB’s capacity of research ethics by training at least 15 MPH students over 5 years to prepare the next generation of ethics researchers. During the first two years of the program, a new ethics training curricula was developed, two cohorts of Master’s students were enrolled, and a series of webinars and workshops were conducted with participation of Malian and international researchers. Conclusions: US-Mali RETP will promote a sustainable bioethics enterprise at USTTB, and enable dissemination of research ethics training to increase health research capacity in Mali. (shrink)

There is increasing research on the inclusion and exclusion of people with disabilities in African spaces, which are perpetuated by religious and cultural fear. Decision to shun or embrace people is defined by the politics of the body and influenced by the religion and culture of fear. In politics of the body, women are discriminated against because their bodies are often controlled and put under surveillance. Women with disabilities experience this discrimination more than their able-bodied counterparts and men with disabilities. (...) Written from the perspective of the ethic of ubuntu, this article examines the fear of disability among the Ndebele of Matetsi in Zimbabwe, as well as how the politics of the body are used by women with disabilities to denounce this fear. These women described how they used and and still use their bodies to call for inclusion in their communities. The article employs findings from the politics of the body emerging from the narratives of women with disabilities to propose an African women’s theology of disability.Contribution: The article problematises fear of disability as a cause of discrimination and exclusion of differently abled people particularly women with. It therefore proposes an African women’s theology of disability that is informed by the interdisciplinary approach of Ubuntu promoting the inclusion of all people including women with disabilities into the web of life. The African proverb ‘it takes a village to raise a child’ has been compromised and exposed by the migration of Unaccompanied Refugee Minors from Zimbabwe to South Africa. Written from African women’s perspective, this article explores the response and approach of Bishop Paul Verryn to URMs. The article theologises Verryn’s response to URMs in conversation with African values, themes or sayings that relate to childcare, mainly from a Zimbabwean Ndebele context, and through the lens of the African saying ‘It (...) takes a village to raise a child’. In the findings, three crucial socio-ecclesial themes emerge from Verryn’s response which I refer to as the three Cs, namely, collaboration, consultation and contextuality. These are discussed through the lens of African women’s theology in relation to African values of childcare and its implications for pastoral care in a context of displaced children, and accompanied or unaccompanied minors. The musha mukadzi (Shona) or umuzi ngumama (Ndebele) is an African gendered philosophy that means women make up the home. This philosophy has been researched in African traditional religions (ATRs) and is interrogated from interdisciplinary angles in academia. African feminist research has highlighted how this philosophy can be derogatory, stereotyped and oppressive to women if it is naïvely used in domestic contexts. As a result, contemporary African feminists and gender scholars attempt to expose both the liberative and oppressive nature (...) of this philosophy. This study seeks to interrogate how women from the grassroots understand this philosophy. It draws from in-depth interviews with women from Zimunya, Mutare, in Zimbabwe who describe this philosophy as a resource for sustainable livelihoods. Methods used to collect data involved in-depth interviews from a sample of 10 women whose ages ranged from 35 to 50 years. The findings highlight that for both single and married women in Zimunya, the musha mukadzi or umuzi ngumama philosophy has empowering traits that enhance women’s agency and sustainable livelihoods in the domestic household. They describe how this philosophy has empowered them to initiate income-generating projects that include rearing of poultry (road runners), membership to a sewing club, selling dried traditional foods and money savings ( mikando ). Contributions: This article explores an African gendered philosophy, musha mukadzi or umuzi ngumama [women make the home], and how this has been used as a resource by women in sustaining livelihoods. In the late 19th century, colonial powers sought to destroy the Mthwakazi or Ndebele state in what is now Matabeleland in the south west region of Zimbabwe, to subdue and dominate its people. The people of Matabeleland suffered heavy losses of cattle and land. Paradoxically, these injustices did not end with the collapse of colonialism. Since independence in 1980, the people of Matabeleland have been victims of political violence, which has left thousands dead and many without a livelihood. Nothing (...) came of the promised reconciliation, justice, peace, national cohesion, progress and prosperity in the post-colonial Zimbabwe. To date the region of Matabeleland still suffers from political, cultural and socio-economic disadvantages that call for a prophetic practical pastoral ministry of care. A critical exploration of the way in which the history of the region was documented exposes it as a victim of the legacy of injustice and political violence. This has had the effect of undermining progress and peace not only in Matabeleland, but also in the entire country. There is a lack of national cohesion, and the consequence is the absence of a common national vision. Notwithstanding the general prevalence of political and socio-economic dire straits affecting the whole country, Matabeleland presents a unique case study. The Roman Catholic Church which has been present in the country since colonial times has been actively engaged in the political and socio-economic realities of the country. In view of this, this article investigates the role the Church can play in the healing of a broken nation, with a preferential focus on Matabeleland. It proposes a prophetic practical pastoral ministry of care in order not only to heal the afflicted but also that they may find solidarity and fellowship as citizens. Such a role should further encompass reconciliation, rebuilding the people’s confidence and advocacy for their political, cultural and socio-economic development and progress. (shrink)

This article explains how Pope Francis’s economic views are both radical and practical. His views are practical in the sense that they are sensitive to social realities, not theoretical abstractions; and they are radical in the sense that they undermine traditional economic ideologies. To demonstrate these points, I show how Francis’s pronouncements are consistent with “economic democracy.” In economic democracy efforts are made to create a more equal dispersal of capital assets and the economy is more squarely oriented around fundamental (...) human ends, including the common good, human dignity, equality and opportunity, meaningful work, ecological responsibility, and solidarity. Hegel attempts both to give evil its metaphysical due and to give it intelligibility within a processive idealistic system. To accomplish these ends, he consistently employs the contrast between the natural and the free act of the subject and the contrast between the particular and the universal. He places these contrasts within the situation of an original and presupposed unity of spirit that itself is the ground of the mediation required for thinking freedom, for evil, and for ultimate reconciliation. He (...) argues for evil’s ultimate intelligibility in terms of its necessity as a consequent moment in the development of spirit from its ground; he resolves problems of evil’s penultimate irrationality in terms of its unstable contradictory elements in spirit’s history which is not yet fully concrete, a simultaneity of “ought to be” and “ought not to be” in the sense that the instability must be surpassed but not that it should never have been. The aims of this paper will be to summarize and evaluate Hegel’s efforts to give evil both significance and intelligibility within his system and to estimate if a system of progressive idealism contributes a philosophically new dimension to the problem of evil in a universe.
